대한민국의 코로나19 바이러스 퇴치 노력에 관심을 보여주시는 외신기자 여러분, 반갑습니다. 코로나19의 확산으로 국가 간 정보 교류 및 협력이 중요한 시기에 외신기자들과 소통하는 자리를 마련해 주신 서울외신기자클럽에 감사를 드립니다.

먼저 오늘 ‘외신기자 간담회’에 한정된 몇 분들만 모신 것에 대해 양해를 구합니다. 대한민국은 지금 코로나19 극복을 위해 온 국민이 참여하는 사회적 거리두기 운동을 강도 높게 벌이고 있습니다. 오늘 외신기자들의 참석자 수를 선착순으로 제한하고, 보시는 것처럼 좌석 간 간격을 널찍이 확보한 것은 사회적 거리두기 차원의 불가피한 조처였음을 이해해 주시기 바랍니다.

오늘 이 자리에 참석하지 못한 외신기자 여러분들께서는 온라인 중계를 통해 함께 해주시기를 바랍니다.

온 세계가 코로나19와의 전쟁을 벌이고 있습니다. 나라마다 차이는 있지만 매일 수십~수천 명의 확진자와 수십~수백 명의 사망자가 발생하고 있습니다. 사람의 이동이 금지되고, 국경이 폐쇄되고, 항공기와 선박의 운항이 금지되는 사상 초유의 사태가 벌어지고 있습니다.

대한민국의 경우 누적 확진자 9,300명, 사망자 139명을 넘어섰습니다. 그러나 완치자도 4,500명을 돌파했습니다.

대한민국은 총리인 저를 본부장으로 하는 중앙재난안전대책본부를 중심으로 코로나19와의 전쟁을 벌여왔습니다. 우리나라의 코로나19 퇴치 작전은 정부와 지자체와 의료진, 소방관, 군인은 물론 자원봉사자들이 대거 참여하는 범국민적인 운동으로 전개되고 있습니다. 범국민적인 총력대응의 결과, 우리나라의 코로나19 확진자 수는 해외 유입 확진자 수를 제외하고 최근 여러 날째 두 자리로 줄어드는 추세를 보이고 있습니다.

그러나 결코 낙관할 수 없는 상황입니다. 코로나19와의 싸움이 더 길어질 수 있습니다. 우리는 방심하지 않고 장기전에 대비하고 있습니다.

코로나19와의 전쟁에 임하는 우리의 자세를 간단하게 설명하자면 신속, 투명, 혁신, 자율이라는 네 단어로 압축할 수 있습니다.

우리는 매일 1만 건 이상의 진단 검사를 실시하면서 “신속하게” 코로나19를 차단하고 있습니다.

우리는 매일 두 차례 정례 브리핑을 통해 코로나19의 발생 현황과 정부·지자체의 대응을 “투명하게” 공개하고 있습니다.

우리는 IT기술을 이용한 확진자 동선 파악과 드라이브 스루 검진, 자가 격리 앱 등 “혁신적인” 방법으로 코로나19에 대응하고 있습니다.

우리는 집이나 도시나 지역의 물리적 봉쇄 없이 사회적 거리두기와 자가격리, 손 씻기, 마스크 쓰기 등 “시민 자율로” 코로나19와의 전쟁을 수행하고 있습니다.

존경하는 외신기자 여러분! 인류의 역사는 감염병 정복의 여정이었습니다. 인류는 천연두와 페스트, 결핵, 스페인 독감 등 숱한 감염병과의 전쟁에서 승리를 거두었습니다. 인류가 지혜를 모으면 코로나19와의 전쟁에서도 승리할 수 있고, 승리할 것입니다. 함께 이깁시다. 감사합니다.




Opening Remarks at a Press Conference with Foreign Correspondents ( Korean Press Center )


Good afternoon,
members of the Seoul Foreign Correspondents’ Club,

thank you for joining me today and showing your interest in our country’s fight against COVID-19. I also thank the Seoul Foreign Correspondents’ Club for organizing today’s conference. It comes at a crucial moment when international information exchanges and cooperation are paramount.

First of all, I ask for your forbearance of the current situation that restricts our audience to the limited number here today. The Korean society as a whole is currently engaged in an active social distancing movement to combat COVID-19. As a result, we had to limit today's participants to a first-come-first-served basis. And, as you can see for yourselves, we have secured sufficient space between seats in accordance with social distancing measures.

For those unable to be here today, I invite you to join us in our live online broadcast.

As you may all know, the whole world is at war with COVID-19. Though numbers may differ from country to country, we are witnessing tens to thousands of new cases and tens to hundreds of deaths every day. Mobility is limited; borders have been shut down; airlines and ships have come to a standstill in an unprecedented turn in modern history.

As of today, the number of confirmed cases in Korea exceeded 9,300, and the death toll amounted to 139. At the same time, the number of those fully recovered and released eclipsed 4,500.

The Central Disaster and Safety Countermeasures Headquarters, which I head as Prime Minister, has been at the heart of our country’s fight against COVID-19. Korea’s strategy comprises nationwide efforts supported by both central and local governments, medical personnel, firefighters, soldiers, and volunteers. After months of such coordinated action, daily number of confirmed cases now seem to be stabilizing to two digits excluding those infected from overseas.

However, this is no time to be complacent. The fight against this novel virus might be much longer than we assume. Therefore, we are also preparing for long-term battle with COVID-19.

Guiding principles of our approach can be summarized in four key concepts: speed, transparency, innovation, and voluntary civic participation.

Korea is combating the spread of the virus with “speed” by conducting more than 10,000 tests every day.

On a daily basis, the government is keeping the public fully informed of the current status of cases and the government response in a “transparent” manner via two regular briefings.

We are addressing the crisis in a highly “innovative” way through the use of advanced IT technology in retracing the recent movements of confirmed patients, conducting drive-through testing, and managing self-quarantine via smartphone apps.

Without resorting to any physical lockdown measures, we are combating COVID-19 “through voluntary civic participation,” such as social distancing, self-quarantine, frequent handwashing, and the wearing of face masks.

History consists of an ongoing struggle to fight off infectious diseases. Humankind has overcome such formidable adversaries such as smallpox, tuberculosis, and Spanish influenza. I firmly believe that the war against COVID-19 too will end in victory for humanity if we join forces in our collective wisdom and insights. Let’s get through this together. Thank you.
