Who Is Standing in the Way of Peace?

The way that diplomats practice their profession may not be so much about what the word
diplomacy connotes as about the idea expressed in the following statement made in the 17th
century: "An ambassador is an honest man sent to lie abroad for the good of his country."
It expresses the essence of deceit and chicanery engaged in by states in conducting their
foreign relations at a time when modern diplomacy was developing.
There is a well known story that Ming China's envoy Chun Weiching (popularly called as SIM Yu-
kyung in Korean) served simply as a hired agent in peace negotiations with Japanese
expeditionary forces commander in the Korea war theatre during the Hideyoshi invasion of
Choson Kingdom (1592~7); and thus, a sort of crafty cunning was utilized and expected by
Ming's giving in to Hideyoshi, as the king of Japan, instead of ceding a portion of Korea to
him.
Diplomats might on occasion have been looked upon as little better than spies to the extent
that receiving governments used counter-spies to watch them and their staffs.
In general, however, diplomacy today is far different matter from what it was in those days.
Assurance of democracy is no longer merely an internal matter for separate countries but has
now become an issue of common concern, without which sustainable development of the
international community cannot take place. Effective measures to get rid of damaging threats
can be made in detail on a regional and global basis, as is being done now in the context of
the Operation Iraqi Freedom. Wherever threats to democracy and human rights occur, the
international community can contribute to their removal under the U.N. Charter, international
covenants and other relevant instruments or measures.
It is important to realize that North Korea has not undergone the major facelift required for
it to contribute substantially to the evolution of North-South Korean relations and the world
community. Totalitarian trends in its ideology and political attitudes are still besetting
North Korea, trampling upon the freedom and very survival of human beings. Some experts have
concluded that five long decades of absolutism from the great leader Kim,Il-sung to the dear
leader Kim, Jong-il have tamed the North Korean masses into the habits of submission.
Under the circumstances, why does the American Ambassador Alexander Vershbow refrain from
being an honest man sent here to Korea to tell the truth, instead of lying, for the good of
both Americans and Koreans but also for the world people? Isn't it true that North Korea is
the government to take part in counterfeiting money since Adolf Hitler's tyranny? Yes. Who
cares about calling such state a "criminal regime" as it stands for? No one. Do the remarks
not help so-called inter-Korea peace ? Positive yes. But then what kind of inter-Korea peace
is a matter a life or death for Korean people? Immediately discredited here is the
contemporary love for the siren song of peace, which popular notions declare to be the
greatest good. It is feared that that particular kind of peace is actually a far greater evil
than war. It is held, for instance, that the two kinds of peace most likely imposed in the
absence or aftermath of war are "the peace of the silence'’ and "the peace of the prison."
The two kinds of peace relate to hunger, disease, slave labor, beatings, torture, and death.
The peace of the silence or the dead is attained by killing off one's enemies. On the other
hand, the peace of the prison is accomplished by keeping one's people captive as (all former
Communist states used to do) and only the existing Stalinist state of North Korea currently
now does. It certainly does not take much of that type of peace to make war seem a very
attractive option.
